The Economic and Financial Planning Document (DPEF) was published regularly from 1989 to 2009.
Law No. 196 of 31 December 2009 (“Public finance and accounting law”) envisaged that the Public Finance Decision (“Decisione di Finanza Pubblica”, DFP) shall supersede the DPEF.
The following is additional information on the key features of the DPEF as provided for by former legislation.
Under Art. 3 of Law No. 468 of 5 August 1978, as later amended, the DPEF outlines medium-term projections and identifies the public finance adjustment required to meet the targets set by the Government for the period covered by the multi-year budget.
The DPEF aims at: coordinating the institutional bodies in charge of planning activities; identifying public finance and macroeconomic objectives also with regard to regional aspects - notably Southern Italy (so called ‘Mezzogiorno’); as well as identifying policies to increase both income and employment and ensuring the balance of public accounts.
The Government submits the DPEF to Parliament by the end of June. The DPEF is then adopted by the Chamber of Deputies and the Senate through ad-hoc resolutions. Subsequently, the Government draws up the Budget Law and the Finance Law in accordance with the criteria and parameters established by such resolutions.
The DPEF has traditionally covered the same period as the multi-year budget (i.e. three years). In recent years, following the general election of 2008, the DPEF has covered the entire life of Parliament.
If the public finance and macroeconomic assumptions on which the DPEF is based have changed significantly, by the time the draft budget and policy-review documents, that outline it, are introduced (i.e. the Forecast and Planning Report, RPP, or the Stability Programme), the Government shall submit to Parliament an Update Note to the DPEF, (pursuant to Art. 3, 4 bis of Law No. 468 of 5 August 1978 and by the Rules of Procedures of the Chamber of Deputies (Regolamento Camera Deputati), Title XXVII, Art. 118 bis, paragraph 4 adopted on 18 February 1971, published in the Official Journal No. 53 of 1 March 1971 as later amended).
Occasionally, the DPEF has been supplemented by Sectoral Annexes as well as a Summary.
