Law No. 196 of 31 December 2009 (“public finance and accounting law”) envisaged that the Report on the Economy and Public Finance (REF) shall supersede the RUEF as of 2011.
Further information on the key elements of the RUEF in the 2007-2010 period follows below.
The Combined Report on the Economy and Public Finance (called RUEF) is a collection of detailed reports drawn up pursuant to Art. 30 Par. 1 of Law n. 468 of 5 August 1978 as later amended : the first section, the Quarterly Report on Public Finance ( Relazione Trimestrale di Cassa - RTC), deals with the State sector cash requirements and is drawn up by the State General Accounting Department (RGS); the second section, the Update to the Forecasting and Planning Report (called AggRPP - "Update to RPP") is drawn up by the Treasury Department.
The documents are drawn based on the most recent macroeconomic data and public finance estimates - so as to ensure the provision of streamlined, consistent and transparent information on public finances.
The RUEF was submitted to Parliament for the first time in March 2007. The final edition of RUEF in the above mentioned format was published in May 2010.
Until 2006, the Update to the Forecasting and Planning Report was submitted as a stand-alone document. It contains final data on the economy and public finances relating to the previous year and updates estimates for the current year.
