National Reform Programmes or Plans - PNR

As part of the overall European framework outlined in the Lisbon Strategy, based on the “integrated guidelines”, Member States are required to submit National Reform Programmes or Plans - PNR. PNRs identify priorities by unifying the 24 guidelines into three macroareas: the first part relates to macroeconomic areas and budgetary policy, the second includes structural reforms and microeconomic measures, the third relates to labour policies. Progress in the implementation of the policies set out in the PNRs is assessed by the Commission; on the basis of the Commission’s assessment the European Council checks progress against the Lisbon targets, expressing its views on the degree of reform implementation achieved by each country and issuing specific recommendations.

Until 2010 Italy’s PNR was drawn up by the Community Policies Department of the Prime Minister’s Office whose task was to coordinate other ministries.
In 2011 with the transition from the Lisbon Strategy to Europe 2020 and the establishment of the European Semester for the coordination of economic and budgetary policies, the PNR became part (Section III) of the Economic and Finance Document (Law No. 39 of 7 April 2011).
As a result of the PNR becoming part of the Economic and Financial Document - DEF, the PNR is now drawn up by the Treasury Department in cooperation with the European Policies Department.
