Twinning projects have so far proved essential tools to enhance the institutional and administrative capacities of Candidate Countries. This is the basis for the EU’s decision to extend financial support for the institutions of the new Member States until 2008 (in the Transition Facility Framework).The objective is to consolidate the new administrations and procedures and to align the application of the EU legislation, thus promoting the exchange of skills and experiences amongst different administrative contexts.
In line with the European Neighbourhood Policy (ENPI) which aims to create an enlarged space for legal cooperation, Twinnings are also the main institutional instrument to provide assistance to West Balkan Countries (IPA), Mediterranean Countries and the Countries of the Community of Independent States (ENPI). The medium-to-long term goal is to promote the creation of a single competitive market which also includes the Countries neighbouring the European Union.
Considering the wider geographical application of Twinnings, the Italian administrations are likely to play a wider role in the implementation of cooperation projects.
Twinning Projects will maintain their importance as tools for the UE external assistance also within the modified financial context.
